I do not have any experience with WP8 but for Android and iOS you can use

If you want to open a file for writing values I would recommend StreamWriter. Works on all platforms, just the path will be different (especially on WP8).
You can use System.IO for Android and iOS, but neither that or StreamWriter will work on Windows Phone 8. On Windows Phone 8, the only file I/O that is allowed is Isolated Storage. If you wanted to make a common library for all 3 platforms, you would have to use the lowest common denominator. In this case, it would be WP8 using Isolated Storage. Isolated Storage also works on Xamarin.iOS and Xamarin.Android.

@rmacias, when you say is not allowed what exactly does that mean? Both StreamWriter and StreamReader work on WP8 so you CAN use them. The below code has no trouble running on actual device.
Interesting, though it doesn't explicitly state it works on WP8, StreamWriter is PCL compliant.

You are right, PCL doesn't support StreamWriter from string. I do think File.OpenWrite(...) works though. Here is a quick draft for using an injectable service or delegate:
